English Language Proficiency Assessment (ELPA)
ELPA Testing takes place every spring
- All K-12 ELL (English Language Learners) are assessed yearly in reading, writing, listening and speaking.
- New students take the ELPA screening test in the fall.
- The ELPA test places students at appropriate level of instruction: Basic, Low Intermediate, High Intermediate, Proficient, and Advanced Proficient.

ELPA Scores
- Basic (B) - This student's performance indicates minimal or no English language acquisition in the areas of listening, reading, writing, speaking and comprehension as defined for Michigan students at this grade level. (ELPA score, 300-556)
- Low Intermediate (LI) - This student's performance indicates partial or developing English language acquisition in the areas of listening, reading, writing, speaking and comprehension as defined for Michigan students at this grade level. (ELPA score, 557-606)
- High Intermediate (HI) - This student's performance indicates near-sufficient or mostly developed English language acquisition in the areas of listening, reading, writing, speaking and comprehension as defined for Michigan students at this grade level. (ELPA score, 607-640)
- Proficient (P) - This student's performance indicates sufficient or well-developed English language acquisition in the areas of listening, reading, writing, speaking and comprehension as defined for Michigan students at this grade level. (ELPA score, 641-660)
- Advanced Proficient (AP) - This student's performance indicates substantial understanding and application of complex English language skills in the areas of listening, reading, writing, speaking and comprehension as defined for Michigan students at this grade level. (ELPA score, 661-801)

Cfare eshte ELPA test? ELPA ( Shkalla e pervetesimit te gjuhes angleze) test teston nxenesit e ESL ne lexim,komunikim,shkrim,degjim dhe ne te kuptuarin anglisht. Ky test eshte i detyrue-shem prej shtetit te Michigan dhe percakton perparimin e nxenesit ne gjuhen angleze gjate nje viti.
Kush i nenshtrohet ketij testi? Cdo njeri prej parashkolloreve-maturantet qe familjet e tyre flasin gjuhe tjeter pervecanglishtes do t’i nenshtrohen ketij testi deri sa ata te kene dale nga ky program. Edhe kurprinderit e tyre kane firmosur “Jo” ata duhet me pa tjeter t’i nenshtrohen ketij testi.Nxenesit dalin nga ky program kur ata marin vleresimin e nivelit te avancuar.
Si perdoren rezultatet e testit nga shkolla? Rezultatet e aritura ne test na ndihmojne ne per te percaktuar kohen e nevojeshme javore te nxenesit ne kete program. Rezultatet e ketij testi na ndihmojne ne per t’u fokusuar me teper ne ato lende ku nxenesi ka me teper veshtiresi.
Cilat jane nivelet e vleresimit te testit ? Nxenesi do te vleresohet ne test ne njerin nga nivelet e meposhtme: 1. Fillestar
2. Nenmesatar 3. Mbimesatar 4. I perparuar 5. I avancuar Nxenesi i nivelit te peste mund te dale nga programi ne qofte se ai ka perparim te mire ne te gjitha lendet ne klase.Niveli i peste eshte nje nivel i ri vleresimi qe eshte shtuar kete vit. Kjo do te thote qe nxenesit e nivelit te katert (te perparuar) jane te vlefshem dhe rekomandohet te vazhdojne ne programin e ESL.

Cognitive Academic Language Proficiency Skills (CALPS)
- Academic language
- Involves multiple skills
- Takes on average five to seven years to learn
- Takes on average seven to ten years to learn if a student has no formal knowledge of native language
If a student is not literate in their primary language, it may be more difficult to acquire the second language (English), as skills learned in the native language transfer to English.
